Methodologies of international carbon offset programmes

Namibia has not established its national procedures for recognising existing methodologies and approving new methodologies yet.

As part of its obligations to safeguard the Environmental Integrity of the mitigation outcomes, it will authorise for transfer in its cooperative approach engagements, Namibia will allow activity owners to apply existing approved baseline and monitoring methodologies in activity development.

Namibia, therefore, grants prior recognition for activity owners to apply existing approved baseline and monitoring methodologies under the following international carbon offset programme standards:

• Approved methodology under CDM/Article 6.4 Mechanism

• Approved methodology under Joint Crediting Mechanism

• Approved methodologies under Gold Standard

• Approved methodologies under Verra's Verified Carbon Standard

• ISO 14064 standards

• Approved methodologies under the REDD+ Environmental Excellence Standard

• Approved methodologies under Plan Vivo

In addition, Namibia will assess the applicability of each selected approved methodology by an activity participant. The assessment will consider any revision or changes the international offset programme has adopted.

If Namibia is not satisfied with the robustness of the approved methodology to achieve high environmental integrity of the expected MOs, it would request the project participant to undertake additional data collection to beef up the methodologies.

If the offset programmes make any changes to an existing approved methodology, the newest version will take precedence and will be used by any activity participant afterwards.

The Namibia Government will undertake regular reviews and possible updates of the list of recognised methodologies and make them public.

For mitigation activities that do not apply approved methodologies under existing international standards, the activity participant or developer shall develop a baseline and MRV methodology for approval by the international carbon offset programme.
